What is the Dutch “chipplicht” for cats?

The Dutch chipplicht voor katten (“cat microchip requirement”) is a 2024 national law requiring all kittens born in the Netherlands to be microchipped and registered in a central database before transfer to a new owner. The policy followed years of campaigning by Stichting Zwerfkatten Nederland, Dierenbescherming, and various Stichting Amsterdamse Zwerfkatten-style local groups. Amsterdam alone counts an estimated 30,000 zwerfkatten (stray cats), with 1,000–2,000 ending up in shelters annually. The chip is a rice-grain-sized RFID under the skin, scanned by dierenartsen and dierenambulances to reunite lost pets with owners. The chipping itself takes seconds.
